Dubbed “Kass”, the digital interlocutor is surfacing in headlines across the Baltics despite the fact that journalists, academics and even the Tallinn Digital Summit have been unable to pin down who built it, when it launched or what it actually does with the information it gathers.
The mystery begins at the most fundamental level: exhaustive searches of news outlets, scholarly articles and corporate statements have produced zero reference to a developer, sponsor or launch date for Kass. Whether the service originates from a private start‑up, a university lab or a government‑run research unit remains unverified, leaving a void where accountability should sit. In a regulatory environment that relies on clear responsibility chains to enforce transparency disclosures, impact assessments and redress mechanisms, Kass operates in a legal blind spot.
Equally opaque are the data‑processing practices that underpin the chatbot.
